"Richard works at Cheyenne-Eagle Butte School, a school district which receives a combination of BIA and state funding. Some students are boarders, others bus in from as far away as 55 miles. They discuss demographics and culture of towns on the Cheyenne River Reservation. Josephy indicates he’ll go out to Green Grass to see their council in session. Josephy asks Richard if he knows Sandra LeBeau or Gilbert LeBeau, and also mentions a man named Eagle Hunter who is on the council.
At 00:15:02, recording resumes with wind or some other disruption in the background. Richard received a doctorate from the University of South Dakota as part of the DIAL (Developing Indian Administrative Leaders) program, mentions some other graduates of the program. They talk about drug and alcohol abuse on the reservation and social services to mitigate these problems. Richard talks about his experiences in the mission schools in the 1950s. They talk about lack of opportunities for educated young people on the reservations. They discuss politics on the reservation.
At 00:30:14, recording resumes with Josephy introducing himself to a group of people, (possibly the Green Grass Tribal Counci)l. He asks them about unemployment in the area, which they estimate as very high, and asks what effect they think the “emergency jobs bill” will have. Several unidentified men speak in response to his questions, Josephy identifies one of them as “the treasurer, Mr. Condon.” They discuss a new project they are seeking government funding for, to set up irrigation and farming on part of “the reservation.” Ivan Bouget stands up to answer a question about lack of opportunities for educated young people on the reservations. He and Josephy talk about possibilities for setting up “light industry” on reservations, encouraging entrepreneurs like Tim Giago. They talk about various enticements they have tried to offer to corporations, including the fact that they have a good water supply on the reservation. Josephy mentions the moccasin factory on Pine Ridge reservation. Mr. Condon speaks again about the importance of tribal governments hiring qualified people, and a group discussion about tribal government and the effects of federal budget cuts ensues. Josephy asks what keeps people on the reservation and Ivan talks about experiencing discrimination outside of the reservation and the importance of community. The conversation ends with Josephy putting in another tape. "
