Summary
Signed typescript (carbon copy) of a December, 1923, report on U.S. Indian policy submitted to the Secretary of the Interior, Hubert Work, by Joseph E. Otis, a member of an advistory council on Indian affairs. The report is a collection and distillation of the opinions of Malcolm McDowell (journalist, banker, sociologist, and secretary to the Board of Indian Commissioners), Edward E. Ayer, Henry S. Pritchett (Carnegie Foundation for the Advancement of Teaching), Howel Jones (Santa Fe Pacific Railroad), and S.T. Bledsoe (Atchison, Topeka and Santa Fe Railroad Co.). It contends that the Indians' progression to full citizenship requires eventual removal from government dependence and offers suggestions as to how that might be accomplished. Also appendices, including McDowell's "Some memoranda concerning American Indians"; correspondence to Otis from Pritchett, Jones, and Bledsoe; and a Nov. 17, 1923, letter from the Commissioner of Indian Affairs, Charles H. Burke, to the governors of eighteen states.
