Summary
Unsigned, undated memorandum, possibly written in France around 1846 or 1847, on the commercial potential of land development and colonization of the area around Tres Palacios Bay, Texas. Its geographical location, fertile soil, and abundance of natural resources and cultivatable crops, make Texas one of the richest areas of the U.S., with enormous potential for future commercial development. In addition to Galveston, a second port could be built in Tres Palacios Bay, where the geographical situation, and the depth, extension, and shape of the bay would be natural advantages. The town would be built within a circumference of 4 kms. of the bay, and the flat terrain and plentiful supply of sand, lime, red clay, and wood are perfect for construction. The author also praises the climate of the area, and justifies his praise with quotes from General Pike and Henry Clay. Other sections of the memo deal with agriculture, emigration, land sales, and commerce. In conclusion, the author underscores the great commercial profits to be made from development around the Gulf of Mexico as soon as the [Mexican] war is over, and estimates that an investment company with capital of ten million francs would be needed to get started.
