User-Contributed Transcription She told of other things too, - how policemen are forced to graft in order to keep their jobs - how they were obliged to favor the ward bosses if they didn't want to be moved from one side of the city to another - etc. Jailer Whitman spoke mostly on the informed methods of dealing with prisoners, the medical examinations made which showed diseased minds and bodies which prompt them to commit crime. he says that 50 per cent of all the people sent him as prisoners are suffering from some disease or are in need of some severe surgical operation.
