Summary
September 11, 1865, letter from James Harlan, secretary of the interior, to Edwin M. Stanton, secretary of war, transmitting a copy of a Sept. 8th order (lacking) issued by President Andrew Johnson, appointing Thomas Murphy (superintendent of Indian affairs), Brig. Gen. J.B. Sanborn, Kit Carson, and William W. Bent commissioners to negotiate a treaty or treaties with the Comanche, Kiowa, Arapaho, and Apache Indians. In addition to informing Stanton of the appointments, the letter requests that Stanton provide the necessary escort, transportation, and food for the commission party, as well as subsistence for the Indians at the council, which was to begin Oct. 4 at Bluff Creek. The commissioners concluded three treaties: with the Arapaho and Cheyenne tribes of the Upper Arkansas River on Oct. 14, with the Apache, Cheyenne, and Arapaho on Oct. 17, and with the Comanche and Kiowa on Oct. 18.
