Summary Appointment as general agent for the tax farm of Canada, dated March 21, 1692 in Paris, granted by Pierre Pointeau, tax collector for Louis XIV, to Louis Rouer de Villeray, attorney general and member of the Conseil Souverain of New France. The document gives Villeray authority to act as general agent in Canada under Pointeau, to oversee the collection and control of various commercial taxes for France, and to regulate the export to France of various goods, especially beaver pelts. Included are explicit instructions for preparing an inventory of the merchandise remaining in the warehouse of former tax collector Pierre Domergue, and for supervising the fur traders' delivery of their beaver pelts to Villeray by Oct. 20 of each year. The traders are paid with letters of exchange, and receipts issued by Villeray's office must include name of the seller, quantity and weight of furs. There is also a detailed bureaucratic system for storing merchandise, including furs, tobacco, eaux de vie, and wine, in government warehouses for export, loading it aboard specially designated vessels, and transporting it from the port of Québec, down the St. Lawrence River, and the Strait of Tadoussac, which may be patrolled for smugglers. Confiscation of illegal goods must be executed before the intendant or one of his delegates, and a detailed description of all confiscated goods must be prepared by Villeray. In addition, he holds power over the employees of the bureau to expedite their compliance to the system, as well as the captains and brigadiers of the ships carrying the merchandise to France. He is prohibited from holding other offices while serving as general tax agent, and in the event of his absence, illness, or demise, the functions of the office will be carried out by Sieur Thiery.
