User-Contributed Transcription An Act authorizing the issuing of Bills for the purposes of change and prohibiting the issuing and circulation of shin plasters.1 Be it enacted by the National Council that the Treasurer of the Nation be and he is hereby authorized to retain in the Treasuryof the Confederate notes on hand the sum of twenty thousand dollars and in lieu thereof to issue notes of the denominations offifty cents, on dollar, two dollars, and five dollars or such proportion as he may deem best and which notes shall be redeemedby him on presentation at his office out of the Confederate notes so retained in the Treasury whenever such notes shall be presentedto the amount of twenty dollars, fifty dollars,one hundred dollars or above that sum in like denominations.2. Be it further Enacted that in order to carry out the objects of this Act the Treasurer is authorized to have struck off on suitablepaper the foregoing notes, which previous to being put into circulation shall be signed by the Treasurer, and he shall be requiredto keep in his office a correct account of all notes so issued by him.3. Be it further Enacted that it shall not be lawful after the passage of this act for individuals to issue individual notes or shin plastersdesigned for general circulation as change or substitute for money under the penalty of being fined for each and every such offencein a sum not less than five dollars no more than two hundred dollars, and the District Courts shall have jurisdiction over all such offences and
