Summary Copy of an order by Edmund P. Gaines from the Headquarters of the Western Dept. in Louisville, Ky., dated June 12, 1822, to General Henry Atkinson, Commanding Officer, Fort Atkinson, Neb. In this document Gaines directs Atkinson to adhere to a recent Act of Congress (May 6, 1822) which requires that the goods of all Indian traders in the Indian Country be searched for "ardent spirits" and secured if found. 
Biographical/Historical Note Edmund Pendleton Gaines, army officer, was born in Culpepper County, Va. in 1777. Following years of service on the frontier and in the War of 1812, Gaines was eventually promoted to brigadier-general in 1814.  He later participated in the Seminole Wars, commanded the Eastern Dept. of the U. S. Army, and led a successful campaign against Black Hawk.  Gaines was at odds with the War Dept. through most of his career especially in regard to methods of frontier defense.  He died in New Orleans in 1849.
