Summary September 15, 1786, letter to Brig. Gen. Elijah Clarke, regarding military preparations in anticipation of trouble with the Creeks. Telfair discusses the raising of troops in Wilkes and Burke counties, and the Augusta area; the procurement of arms and ammunition; the readiness of commissioners to meet with the Creek Nation; and the necessity of "spies to watch every movement of the Creeks."  Enclosures, including letters from Timothy Barnard, a talk from Alexander McGillivray, and quartermaster's and commissioners' orders, are lacking. 
Biographical/Historical Note Merchant, member of the Continental Congress, governor of Georgia, 1786-1787 and 1789-1793. During his first gubernatorial term, Telfair focused on Indian relations, a boundary dispute with South Carolina, and state finances.  Given the weak national government, Georgia proceeded during this period to fight its own battles and negotiate its own treaties with the Creeks.  In 1786, after a short war, the Creeks were forced at Shoulder-bone Creek to reaffirm the 1785 Galphinton land cession treaty.
