Summary Letter, marked private, written by Nebraska senator John M. Thayer on Oct. 17, 1870 to Jacob Cox, Secretary of the Interior. In this letter Thayer recommends that special inspectors be sent to examine cattle herds to be delivered under contract by J.A. Morrow for the use of the upper Missouri Indians. Thayer states that he has evidence that the cattle will fall far below the required weight of 1,000 pounds per head. He urges Cox to send incorruptible men to oversee the sale. Cox referred the matter to the Commissioner of Indian Affairs on 21 Oct, 1870.
